Having root-level access to a server means that you can view and modify any file on it, which includes important system files. You may also install software which can modify particular settings on the server during the process, so the installation is possible only if you are logged in as the root user. The latter has full privileges, i.e. you'll have full control over your machine whenever you want and you can do anything you want. You may also make various other users either with the same rights or with fewer rights, depending on what you want them for - day-to-day tasks, other server admins, etcetera. To be on the safe side, it's usually recommended to employ the root account only when you actually need it and not for tasks you can do using other accounts. You can use a web-based graphical interface or a Secure Shell console to be able to connect with the server and to manage it at the root level.

You are able to control your new VPS servers at the root level whatever the package that you have chosen, as long as the server is ordered with either the cPanel or the DirectAdmin web hosting Control Panel, or without any Control Panel at all. In the first case, a number of system settings can be managed through an easy to navigate web-based interface, whereas in the second, you'll have to make everything via a console, unless you decide to install a Control Panel yourself. Either way, you'll have full control over the VPS and any system and / or custom content on it all of the time, that makes this type of hosting perfect for any app which you cannot run with a shared web hosting account because of the restricted level of access - frameworks, VoIP and audio/video streaming software, and many others. The last VPS Control Panel option is Hepsia, but the root access to your server is limited.

Full Root-level Access in Dedicated Servers

With no Control Panel at hand, you're able to access the server and update its settings as well as the content which you upload through a console, whereas with cPanel and DirectAdmin, you'll use a graphical interface to take care of everything related to your web content, and also the majority of server-side settings. Needless to say, if you get a dedicated server without a Control Panel, you can install some third-party tool manually, as long as it is compatible with the Operating System that you have chosen at signup. If you choose the Hepsia Control Panel on your order page, you will have restricted root access, but you'll still be able to do lots of things using a Secure Shell console.
